Client Intro
The U.S. Army’s personnel records management system is a Records Management Application (RMA) for the U.S. Army, the Army Reserve, the National Guard, and – most recently – for the U.S. Coast Guard. It provides Official Military Personnel File storage for over 9 million records, supporting over 1 million active users and over 4 million Veterans.
Challenge
The U.S. Army Human Resources Command (HRC) selected DMI in 2017 to help improve its personnel records management system after the prior contractor had struggled to properly fulfill its technical role. Within the records management system, the documents lived as scanned images and PDFs that users had to manually curate and analyze in order to extract data. This was a manual and expensive process that generated spreadsheets and personal databases that were used and then recreated by each user for each scenario. There was no standard way to make the data interactive and to centralize the analysis capabilities for the users.
Solution
HRC contracted with DMI to design and build a new records management solution that would turn analog images of military forms into fully digital records. DMI’s expert team applied the power of modern cloud computing technologies to give the Army’s data workers leading-edge tools to access and analyze personnel data.
DMI used agile development techniques to build application programming interfaces (API) into the system and secured them using a cloud-based Zero Trust architecture.
DMI also combined Optical Character Recognition (OCR) technology with Supervised Machine Learning (ML) technology that learns from looking at a library of samples.
A new visualization engine built on top of the data warehouse enables the HRC to create views into different sets of data.

DMI’s records management solution reduces the total cost of ownership to the U.S Army by $3.5M annually.
The restful state API solution enabled interfacing partners to convert from various software and hardware solutions, cutting the costs of maintenance and support for those solutions by $1.8M.
DMI transformed software delivery for the records management system by establishing new Agile techniques that have increased the frequency and efficiency of system enhancements.
Trends in information can now be visualized and customized by system users based on the role that each user is performing within the system.
The program achieved CMMI Level III certification, Cyber Protection Team adherence, three ATO certifications, and a successful Joint Interoperability Testing Command 5015.2 certification.
