CMS SPARC

The Strategic Partners Acquisition Readiness Contract (SPARC) is an Indefinite Delivery/Indefinite Quantity (IDIQ), performance-based contract, that provides customers with a cost-effective, innovative solution for procuring information technology (IT) professional services. Using the SPARC contract vehicle, customers can draw on a refined pool of highly qualified partners with CMS experience. These partners provide expertise in the areas of strategic, technical, and program management guidance and support services, to facilitate the modernization of CMS business processes and supporting systems. The SPARC contract is available to all Health and Human Services (HHS) Operating Divisions to procure IT System development services and will be the primary vehicle for CMS to acquire IT services over the next 10 years.
