Timothy C. Hays, Ph. D., Former Director of Innovative NIH Data Mining And Analytics Projects, Will Lead Digital Management’s Efforts to Transform the Nation’s Health Information Infrastructure.
Bethesda, MD—May 1, 2009—Digital Management, Inc., announced today that Timothy C. Hays, Ph. D. has joined the company to expand its business in the rapidly growing federal healthcare market. Prior to joining Digital Management, Dr. Hays was Project Director for the NIH Research, Condition, and Disease Categorization (RCDC) Project. Dr. Hays also provided leadership for knowledge on data mining and visual analytic tools used to examine the NIH research portfolio.
The Health Information Technology for Economic and Clinical Health (HITECH) Act, signed into law as part of the February 2009 Federal Stimulus Package, specifically directs almost $23 billion to healthcare information technology spending to spur the development of the national health information infrastructure. Currently only about 8% of the nation’s 5,000 hospitals and 17% of its 800,000 physicians use the kind of common computerized record-keeping systems that the Obama administration envisions for the whole nation.
With its new healthcare division, spearheaded by Dr. Hays, Digital Management is well positioned to lead government transformation efforts in the healthcare arena, working with agencies like the Department of Health and Human Services (DHHS), including the National Institutes of Health; the Veterans Administration (VA); TRICARE, the Department of Defense’s health care program for members of the uniformed services, their families and survivors; and the Military Health System, which focuses on optimizing military health services.

Prior to joining Digital Management, Dr. Hays served for more than nine years at NIH where he was project director for two separate multimillion dollar federal government activities involving cutting edge information technology, scientific methodologies, and significant wide-ranging organization change. Dr. Hays received his B.A. in psychology from Purdue University and his Ph.D. in neuroscience from the University of California, Los Angeles.
